Allow safe businesses to open

The Government says that, in order to open under the Alert Level 4 lockdown, it must deem a business “essential”.

ACT says this as a mistake. Many businesses have been closed at great economic cost for little public health benefit.

If the goal is to stop COVID-19, we should ask whether something can be done safely, not whether it is "essential".

Moving to a test of safety, rather than necessity, would let us fight the virus while keeping businesses and the economy going.
